Paddington used to be a bit of a lacklustre mix of elegant and cruddy that never quite worked for anyone. The cruddy bits have slowly been replaced by modern stuff which is actually for the most part pretty good. The main area of regeneration is around the canal behind the huge old train station and in the shadow of the A40 overpass. Yes it is a bit sterile with glass tower blocks etc but it's also pretty nice. There are lovely canal boat bars and restaurants like Darcie & May Green and the Cheese Barge. Sure it's bang in central London and so it isn't cheap but it's not that expensive, given where it is, compared to neighbouring locations.
